Hanoi Department of Construction Inspects Construction Sectors With Many Violations

By Joe Fotalattee

Inspectors from the Hanoi Department of Construction will examine several projects funded by the state budget in the districts of Hoang Mai, Long Bien, Bac Tu Liem, Thach That, Hoai Duc, Gia Lam, and Ung Hoa.

In accordance with the inspection plan, the Inspector of the Hanoi Department of Construction will examine the compliance with the law in construction investment activities for several projects using state budget funding in the districts in 2023. Investors and associated units are the subjects of inspection in Long Bien, Bac Tu Liem, Thach That, Hoai Duc, Gia Lam, and Ung Hoa districts in Hoang Mai.

Inspectors will examine the implementation of legal requirements on construction management under construction permits at the People’s Committees of various communes, wards, and townships in the area, as well as at pertinent agencies and units.

Vo Nguyen Phong, director of the Hanoi Department of Construction, stated that inspection activities are becoming more and more concentrated; they are strengthening the inspection of state management and the head’s responsibilities in carrying out assigned tasks; and they are concentrating on sectors, fields, and localities where the public frequently complains about violations, negatives, corruption, and other issues.

In 2022, there will be 266 projects of urban areas and housing areas with the scale of 2 hectares or more in the capital region, of which 168 projects, or 63 percent, do not yet have finished technical and social infrastructure.

The lighting system, particularly the lack of parking, is often incomplete, out of sync, or damaged but slowly repaired in many urban and suburban areas. Lack of flower gardens, trees, schools, sports facilities, and public services means that some urban and residential areas are still hesitant to invest in the construction of wastewater treatment stations.

Internet Cable Issues

By Joe Fotalattee

An Internet service provider (ISP) reported  to Tuoi Tre that four out of the five submarine Internet cable systems that link Vietnam to the rest of the world are having issues, with the most recent failure occurring on Saturday and seriously affecting users’ international connections.

On January 28, a cable break about 130 kilometers from a shoreline station in Singapore caused issues with the Intra Asia (IA) cable system, completely cutting off international data traffic from Vietnam to the city-state, according to the Internet service provider.

To connect Internet users in Singapore, the Philippines, Hong Kong, Japan, and Vietnam, this system, with a total length of 6,800 kilometers, has been in use since November 2009.

Additionally, it served as a crucial pathway for the transfer of Internet data from users in Vietnam and other nearby nations to the Americas and Europe.

The connection between Vietnam, Singapore, and Japan was disrupted on January 21 when an incident occurred on the S9 branch of the APG cable system that connects to Singapore.

In the Pacific Ocean, this line, which connects mainland China, Hong Kong, Japan, South Korea, Malaysia, Taiwan, Thailand, and Singapore, spans about 10,400 kilometers.

Vaccines and Herd Immunity Bring End to “State of Emergency”

By Joe Fotalattee

Nearly three years after the US imposed preventive measures, the administration of US President Joe Biden announced on January 30 that the state of emergency would be lifted.

In contrast, Chinese health officials issued a warning on January 31 that the new sub-variant has the power to suppress immune responses, including those brought on by vaccinations. However, experts believe the recent outbreak in China will stop the Orthrus variant from spreading like wildfire.

The Chinese Center for Disease Control and Prevention (CDC) stated that despite higher transferability and increased immune response resistance, the herd immunity reduces the risk of a sudden infection. The population of China has high levels of neutralizing antibodies against infection and reinfection.

The health authorities stated that due to the immune benefit from prior infections, “this variant will not cause a large-scale outbreak in the country in the short term,” adding that two variants are responsible for a significant number of outbreaks. Most of the current epidemic wave in China is BA. Fivepoint2 and BF. 7.

Researchers from Ohio State University have recently issued a warning that Orthrus’ resistance to antibodies is “extraordinary.”. This sub-variant was found to be able to evade the immune response induced by monovalent and bivalent mRNA vaccines, as well as antibodies induced by prior BA. 4 or BA. infection 5.

The Health Security Agency of the UK reported that Orthrus was responsible for one-third of infections over the previous week. Along with that, they watch XBB. The majority of cases in the US are now caused by 1.5, a strain that first appeared as Kraken last year. Only 1 percent of cases, according to the US Centers for Disease Control and Prevention (CDC), are thought to be brought on by the Orthrus sub-variant.

Harry Returns Home

After over a decade in Vietnam, this ex-pat shares his repatriation experiences and cites better jobs and reconnecting with family as motivators to move home.

By Harry Hodge

This is how it’s been going since we moved to Canada just over five months ago, my first time living here since 2010.

My family (My and our kids Avery and Payton) had planned to make an earlier return, circa 2020, but of course, the old pandemic situation was an issue. In addition, after more than a decade in Vietnam, I had become accustomed to life there and worried how things would go should we move to Ontario. My father and stepmom are in Toronto, my mom is in Port Hope, and I grew up in Ottawa so I have friends there, making it the logical destination. Work-wise, it also seemed to have the most job postings and opportunities for me.

Returning to the Homeland
Being entrenched at my school and occupying a position of middle management, we had a number of reasons to stay where we were. While the hotel business, where my wife had been working, suffered greatly during COVID, education kept on chugging along – albeit with a forced move online. My children also benefited from the arrangement as I had a substantial discount for their tuition, and, as an employee, I could stroll by their classrooms whenever I wanted to check in to see how they were doing. Things weren’t perfect (as in any workplace) but all things being equal, there was no need to move elsewhere.

Except – there was. Almost 12 years overseas and you start to see all the life events from your homeland that you’re absent for: My grandmother’s funeral; my friend’s weddings (and some divorces); and mainly time spent with my parents whom … Read more
